Kapaa Haleilio Road repaving shifts to overnight lane closures

Kapaa drivers heading to school drop-offs, deliveries and neighborhood businesses near Haleilio Road will face a new overnight work window as repaving shifts off the daytime gridlock around Kūhiō Highway. Kaua‘i County said the change was made because daytime lane closures were creating significant traffic impacts in one of east Kaua‘i’s tightest traffic corridors.

The county’s April 23 update said Maui Kupono Builders will work from 9 p.m. to 5 a.m. from Monday, April 27, through Wednesday, April 29. Outside those dates, single-lane closures on Haleilio Road remained set for 8 a.m. to 4:30 p.m. through May 1, weather permitting. The county also said flaggers will be at the work zone, and drivers should use alternate routes and allow extra time to reach their destinations.

For families and workers moving through town, the schedule shift changes the rhythm rather than removing the disruption. Late-night drivers and anyone on the road before sunrise will now be the ones most likely to hit narrowed lanes and changing traffic patterns. That matters in Kapaa, where Haleilio Road feeds into a busy network that connects homes, schools, and small businesses with Kūhiō Highway and the rest of the east side.

The repaving is part of a broader county maintenance push that has made roadwork a regular sight across Kaua‘i. Kaua‘i County Roads Division says it maintains about 235 miles of paved roadway and 40 miles of unpaved roadway. The county’s Road Resurfacing and Bridge Status Map shows that since 2020, 146 of 156.75 lane miles have been paved, with $72,767,726 budgeted and $53,592,780.56 billed to date.

Maui Kupono Builders has also appeared on other recent Kaua‘i paving jobs, including work in Kalāheo, Wailua Houselots, Kamalu Road and Poipū. For Kapaa, the immediate issue is simpler: a short stretch of roadwork can ripple through the whole day, from school pickups to delivery schedules, until the Haleilio Road project wraps up on May 1.
