Luke Evslin files for re-election to House District 16 seat

Luke Evslin filed nomination papers Wednesday to seek re-election to House District 16, keeping the seat that covers Wailua, Hanamāulu, Kapaia, Līhue, Puhi and part of Ōmao on the 2026 ballot. The district sits in Kauai’s Līhue-area corridor, where state decisions on housing, schools and public works ripple through the island’s busiest population and transportation corridor.

Evslin enters the race as chair of the House Committee on Housing, a post he has held since Nov. 27, 2023. His committee advanced HB 1718 in 2026, a bill that would make permanent county authority to help facilitate mixed-use developments, including low- and moderate-income housing projects, by repealing the sunset date on Act 45, Session Laws of Hawaii 2024. That work comes against a hard statewide backdrop: the 2024 Hawaii Housing Planning Study says Hawaii will need 64,490 additional housing units to meet demand by 2027.

The housing squeeze is not abstract in Kauai. The Kauai County Housing Agency says its mission is to provide greater opportunities for affordable housing and support community development for county residents, while its 2025 income-limit chart shows how tightly many programs are targeted. For Wailua, Hanamāulu, Kapaia, Līhue, Puhi and Ōmao, the central question heading toward November is how much of Evslin’s committee work can be translated into homes, infrastructure and financing that local families can reach.

Evslin, a Democrat, was appointed to the Hawaii House by Gov. Josh Green on Feb. 21, 2023, after the vacancy created when James Tokioka moved to the administration. He won a full term in the Nov. 5, 2024 general election, and his current House term runs through Nov. 3, 2026. Before that, he served four years on the Kauai County Council, and he grew up in Wailua before making his home in Līhue.

The political terrain still favors Democrats. Kauai Democrats swept the island’s state House races in the 2024 general election, and District 16 remains one of the island’s most important seats because it ties central Kauai directly to state-level decisions. Evslin’s filing does not decide the race, but it does mark the point where voters can begin weighing his housing record, his county experience and the challengers that may emerge before the primary.
