La Paz Supervisors Approve Grants, Land Amendments, and Jail Service Contracts
The La Paz County Board of Supervisors met December 15 to approve a slate of consent and regular agenda items that authorize grant applications, update project leases and easements, and extend jail commissary and telecommunications contracts. The actions carry implications for rural transportation funding, land development near Atlas projects, county cybersecurity, and inmate services that residents and stakeholders should monitor.

The La Paz County Board of Supervisors convened December 15 at 1108 Joshua Avenue in Parker and acted on a broad agenda posted December 11. The meeting opened with the routine call to the public, which limits in person comments to three minutes and constrains board discussion on matters not noticed on the agenda. County Administrator Stephanie McDowell and Clerk of the Board Laurie Thornbury facilitated the meeting for Supervisors David Plunkett, Duce Minor, and Holly Irwin.
On the consent agenda the board ratified Resolution No. 2025 24 to apply to the Arizona State Match Advantage for Rural Transportation Fund for the Design and Other Engineering Services phase of the Vicksburg Road reconstruction project. The board accepted bids on two tax deeded parcels APN 307 02 010 for eight thousand seven hundred eighty three dollars and ninety cents and APN 307 02 011 for nine thousand five hundred fifteen dollars and seventeen cents plus thirty dollar recording fees. The board approved payroll of nine hundred eighty five thousand three hundred four dollars and three cents for county staff with employer related expenses of four hundred sixty four thousand eight hundred eighty seven dollars and sixty six cents for a total of one million four hundred fifty thousand one hundred ninety one dollars and sixty nine cents. County payables for fiscal year 2024 2025 were approved at one million three hundred eighty seven thousand seven hundred sixty nine dollars and thirty seven cents.
Other consent items included acceptance of a conditional use permit guidance letter for the Atlas North project, approval of a memorandum of understanding with the State of Arizona Department of Emergency and Military Affairs and the Arizona National Guard Cyber Joint Task Force to provide annual free network vulnerability testing for the sheriff s office, and a new GIS services agreement with Mil Geospatial LLC with updated rates. The board also recommended a special event liquor license for the AZ Kidz Experience on January 30 and 31 2026 at Bouse Community Park located at 27879 Plomosa Road in Bouse.
On the regular agenda the board approved a third amendment to the T.W. Vending commissary agreement extending services four years with the jail receiving a 33 percent commission on commissary sales and related inmate messaging and video visitation revenues. The board approved a four year service agreement with TKC Telecom LLC to install integrated inmate telephone services at no cost to the county. The board authorized submitting an amendment request to the Bureau of Land Management to extend a right of way grant for Hovatter Road north of Interstate 10 and a right of way application to the Arizona State Land Division for Sore Finger Road in Township 3 North Range 12 West section 19.
Administratively the board moved forward with Second Amendments to Atlas V and Atlas VI lease agreements to update project boundaries and correct construction lease payment credit calculations and approved corresponding easement amendments based on boundary changes. The board also set a discussion on its position regarding the Arizona Department of Water Resources proposed Active Management Area for the Ranegras Plain groundwater basin.
Several items were identified as budgeted with no fiscal impact to the county.
