Lake County Posts April Meetings, Bid Notices, and Cannabis Ordinance Updates
An aggregate road-materials contract covering three county pits closes for bids April 16, and cannabis ordinance amendments took effect last week.

Contractors have eight days to submit electronic bids on a multi-season aggregate stockpile production contract at Lake County, with proposals due by 1:00 p.m. on April 16 through the Bid Express platform. The contract, designated CSP 025-001-000, covers aggregate production at three county pit locations: Cramer Pit, Swanstrom's Pit, and Birdshot Pit. Work is scheduled to start May 26, 2026, with an interim completion deadline of August 29, 2026, and a final completion date running through June 5, 2027.
The bid opening takes place publicly at the Lake County Service Center at 616 3rd Avenue in Two Harbors, with a video conference option available for registered plan holders. Contractors seeking remote access must contact the Clerk of the Board or County Highway Engineer Jason DiPiazza before the day preceding the opening. Paper bids are not accepted under any circumstances, and missing the electronic deadline has no paper remedy.
Separately, amendments to Lake County Cannabis Ordinance #29 took effect April 3, following a Board of Commissioners vote approving them by resolution on March 24. The changes emerged from a March 16 public hearing before the Lake County Planning Commission at the Law Enforcement Center at 613 Third Avenue in Two Harbors, a session that also addressed proposed revisions to Land Use Ordinance #12 and Subdivision Ordinance #9. Cannabis businesses and permit applicants operating in the county should verify their compliance posture against the updated ordinance language posted to the county's News & Announcements archive.
The county's Technical Evaluation Panel convened this morning at 10:00 a.m. at the Law Enforcement Center meeting room. The TEP evaluates project applications requiring formal technical review before permits or contracts advance to the Board of Commissioners for action.
All bid documents, ordinance filings, and meeting agendas are posted through the county's Document Center and public calendar at co.lake.mn.us. For the aggregate bid, the full project specification and plan documents are accessible through the county's contract portal linked from the bid notice.
