WAPA is headquartered in Lakewood, Colorado, and its Rocky Mountain Region, which covers Colorado and Wyoming, counts the Platte River Power Authority, Nebraska Public Power District, Kansas Electric Power Cooperative, and Wyoming Municipal Power Agency among its customers. A single scheduled maintenance window on WAPA's transmission network does not stay local; it ripples simultaneously to every utility and end-user tied to that corridor.

Earlier in the week, the town also publicized a separate community event: the 20-20 Club held its Annual Easter Egg Hunt at Fleming School Park on Saturday, April 4, at 1 p.m. The recurring event is organized by the local 20-20 Club and draws families from the town each spring.

Fleming, a statutory town in Logan County named for railroad official Henry Bascom Fleming, is part of the Sterling Micropolitan Statistical Area, with Sterling serving as the county seat and nearest commercial center.
