Utqiaġvik City Council to Consider Taxi Fees, Choir Donation, Zoning Seat
Proposed taxi fee changes and an Ipalook Choir donation request were before Utqiaġvik's city council March 27, alongside a zoning board bid from Joseph Leavitt.

A proposed amendment to Utqiaġvik's taxicab fee code headlined the City Council's March 27 regular meeting, joined by a donation request from the Ipalook Choir and a letter of interest from Joseph Leavitt for a North Slope Borough zoning commission seat.
Ordinance #01-2026 would revise the city's taxicab fee schedule, a municipal regulation governing the rates operators charge and the structure of the local taxi market. In Utqiaġvik, where residents depend on taxis for transportation to medical appointments, work, and essential errands through harsh Arctic winters, changes to the fee code carry practical weight for both drivers and riders.
The Ipalook Choir's donation request asked the council to allocate municipal support for the ensemble, a cultural institution representing Iñupiaq musical tradition in the region's largest city. Donation requests from community organizations compete alongside other spending priorities as council members balance the city budget.
Leavitt's letter of interest for the zoning commission seat pointed to the borough-level body responsible for land-use decisions that govern housing development, permitting, and infrastructure planning across the North Slope. Appointments to that commission can shape the trajectory of those decisions for years.
The packet also contained Resolution #05-2026 alongside the mayor's report, and minutes from the February 26 regular council meeting were included for approval.
The City of Utqiaġvik posted the full packet publicly on its official website ahead of the session, following standard public-notice practices that give residents the chance to review proposed ordinance language and resolution texts before the council convenes.
