A 19-year-old Hazard man was clocked at 101 miles per hour and registered a blood alcohol concentration more than twice the legal limit before Prestonsburg Police arrested him and two passengers on March 14, touching off a string of charges that included three counts of first-degree wanton endangerment.

The incident began when an officer parked at the Middle Creek National Battlefield on KY-114 spotted a 2016 Ford F-150 traveling at a high rate of speed and unable to stay within its lane. Police later located the truck near the Mountain Arts Center, where it was recorded doing 101 mph in a posted 45 mph zone. The driver then pulled behind a nearby business and switched off the headlights, according to the citation.

Officers identified the driver as James Landon Sullivan, 19, of Hazard. Sullivan admitted he had been drinking and showed signs of intoxication during field sobriety testing. A preliminary breath test returned a BAC of .166, which Prestonsburg Police characterized as more than twice the legal limit in Kentucky.

Sullivan was lodged in the Floyd County Detention Center facing a charge sheet that included DUI, three counts of first-degree wanton endangerment, third-degree unlawful transaction with a minor, and separate counts for an 18-to-20-year-old possessing alcohol and using or attempting to use a false ID to obtain alcohol.

Two passengers were also taken into custody. Arianna Faith Daniels, 19, of Engle Branch Road in Hazard, was lodged in jail on charges of alcohol intoxication and unlawfully possessing alcohol as a person between 18 and 20 years old. A third occupant identified in reports only as Richie was lodged on charges of alcohol intoxication, third-degree unlawful transaction with a minor, possessing alcohol as a person 18 to 20, and using or attempting to use a false ID to obtain alcohol. No further identifying information for Richie was available at the time of reporting.

All three are Perry County residents. The charges represent allegations; no convictions have been entered.
