Fate posts March 9 special City Council agenda, ordinance and electioneering rules
Fate will consider a three-year extension to Waste Connections Lone Star's franchise, discuss political signs at polling places, and weigh joining Rockwall County on the S. Ben Payne widening, agenda posted March 3.

Fate City Council is scheduled to meet in a special session to debate rules for political signs at city-owned polling places, vote on a three-year extension of the Waste Connections Lone Star franchise and decide whether to pledge participation with Rockwall County on the S. Ben Payne Road Widening Project. The meeting is set for 6:00 p.m. Monday, March 9, 2026 at Fate City Hall, 1900 CD Boren Parkway, according to the agenda posted and certified March 3, 2026.
The Fate agenda opens with the formal notice used in the city filing: "NOTICE IS HEREBY GIVEN THAT THE CITY COUNCIL OF THE CITY OF FATE WILL HOLD A SPECIAL CITY COUNCIL MEETING AT 6:00 P.M. ON MONDAY, MARCH 9, 2026 AT FATE CITY HALL, 1900 CD BOREN PARKWAY, FATE, TEXAS, FOR THE FOLLOWING PURPOSES:" The document provided by the city contains a typographical header that reads "MARCH 9, 20266:00 P.M.," but the body text and the Original Report identify the intended meeting date and time as March 9, 2026 at 6:00 p.m.
On the ordinance docket, councilors will "Discuss, consider, and take any necessary action regarding Ordinance No. O-2026-023- designating the City Council meeting to be held March 23, 2026 at 6:00 p.m. as a Regular Meeting of the City Council." The agenda also lists "Consider approval of Ordinance No. O-2026-022- approving the First Amendment to the Franchise Agreement with Waste Connections Lone Star, INC. to extend the term by three years." The agenda excerpt does not include financial terms or the proposed new expiration date for the franchise amendment.
A key intergovernmental item appears as "Consider approval of Resolution No. R-2026-016- pledging the City's participation in a partnership with Rockwall County for the joint funding and construction of the S. Ben Payne Road Widening Project; authorizing the City Manager to negotiate and present to the City Council any interlocal agreements and related documents." The resolution text on the agenda authorizes the City Manager to negotiate interlocal agreements, but the agenda excerpt provides no cost, schedule or scope for the widening project.
Council will also "Consider approval of Financial Report for January 2026," and the agenda retains a public comment slot marked "PUBLIC COMMENT [...]" with omitted details in the excerpt. Under the Mayor and council reports heading the agenda reproduces Texas statutory guidance: "Regarding items of Community Interest – Pursuant to Texas Government Code Section 551.0415 the Mayor, Council and City Manager may report on the following items: (1) expression of thanks, congratulations or condolences; (2) information about holiday schedules; (3) recognition of individuals; (4) reminders about upcoming City Council events; (5) information about community events; (6) announcements involving imminent threat to public health and safety."
The agenda lists an "ACTION ITEMS" section with the item described verbatim as "discussion regarding political signs on city owned property used as a polling place." The excerpt does not include a staff memo, proposed ordinance language, or enforcement details for that discussion, nor does it show the certification signature block that the Original Report says appears on the posted PDF.
Council decisions on March 9 could determine whether Fate formally joins Rockwall County on the S. Ben Payne widening, whether Waste Connections Lone Star's franchise term is extended, and whether Fate adopts new guidance on political signs at polling locations.
