Heath Begins Terry Lane Rehabilitation After Rockwall County Approves $2M Agreement
The City of Heath announced Feb. 18 that rehabilitation work on Terry Lane has begun after Rockwall County approved an interlocal agreement worth roughly $2 million.

The City of Heath posted an update on February 18, 2026, announcing the start of rehabilitation work on Terry Lane after the Rockwall County Commissioners Court approved an interlocal agreement in January 2026 valued at roughly $2 million. Heathtx also lists the Terry Lane Rehabilitation Project as “Approved by City Council,” though no council approval date is provided in the city materials.
The county interlocal is paired with a broader push in Heath to accelerate capital projects: Heathtx reports that 64.9% of the FY2025-2026 budget is dedicated to Capital Improvement Projects. The city’s construction update names multiple concurrent projects, from the Hubbard Drive Improvement Project to the Water Bridge Plan and Meadowview Road Culvert Repair, showing the scale of work city leaders plan to deliver in the coming year.
Hubbard Drive, the largest single bid listed in the update, was awarded by City Council on November 5, 2025, with a construction bid of $5.4 million that Heathtx says came in under budget and offers the potential of more than $2.16 million in savings. The Hubbard Drive Improvement Project began in December 2025 with an estimated 12-month timeline and a scope that includes full pavement removal and replacement with concrete paving, gutters and curbs, installation of stormwater drainage systems, completion of the trail, and utility coordination to relocate conflicting lines. Apple Pavement Services is identified as the contractor for Hubbard Drive.
The city’s communications note that detour maps for Hubbard Drive will be published on the City website, social channels and TextMyGov, and distributed via USPS mail. Other projects in the update include Meadowview Road Culvert Repair, listed as “Construction is in progress,” and the Water Bridge Plan, which Heathtx describes as “water well #1 under construction” with “Design of wells #2-6 and 2 storage facilities in progress.” Towne Center Park is identified as being in its final construction phase with an anticipated completion in early 2026.
Heathtx also lists the city’s leadership roster that is overseeing the capital program: Mayor Jeremiah McClure; Mayor Pro Tem Scott Dodson; Council Members Cindy Horne, Johnny Myers, Ryan Moorman, Michelle Thurgood and Mitch Ownby; and City Manager Steven Alexander. Affected streets named in the update include larry dr., dunford dr., michael dr., terry ln., myers rd., rush creek dr., lake ray hubbard crisp dr., and smirl dr.
The Terry Lane announcement follows the county funding action and places the project among a wave of work funded in the current fiscal year; the city has not published a contractor name, total project budget or an estimated completion date for Terry Lane in the materials released to date. City officials have said detour maps and further construction communications will be published via the methods above as projects progress.
