Heath’s Terry Lane repair stays on schedule, closure set for May 13-21
Terry Lane will close near Smirl Drive from May 13-21 as Heath finishes a reinforced-concrete repair already reported as on schedule. The city says the fix should reduce repeat work later.

Terry Lane will close at Smirl Drive from May 13 through May 21, and that is the stretch commuters, school families and park visitors will feel most. Boardwalk Paving plans the shutdown for continued improvements on the Heath corridor, while the city says a detour map is available for drivers who normally use Terry Lane as an active neighborhood connector and route to Terry Park.
Heath said the rehabilitation stayed on schedule as of April 13, with one lane substantially complete. The city has staged the work one side at a time so residents could still get in and out during construction, but the May closure will tighten access around Smirl Drive and likely slow the morning and afternoon traffic patterns that run through nearby neighborhoods. Drivers heading to school drop-offs, work commutes or emergency calls should allow extra time and follow the posted detour rather than trying to cut through the work zone.
The city has chosen reinforced concrete panels for the repair, which it describes as the most durable option for this kind of roadway fix. That decision is central to the project’s long-term value: Heath is betting that a stronger repair now will mean fewer closures and fewer maintenance headaches later. The county is part of the cost and planning as well. Heath said the project is funded through a $2 million interlocal agreement with Rockwall County commissioners, and county records also show approval of a Pavement Investigation Agreement for Terry Lane improvements of up to $20,508.70.
The road work is tied to a broader corridor plan, not just a surface patch. On January 30, Heath said the rehabilitation would include completion of the trail from Smirl to Terry Park, and the engineering department has continued surveying and easement acquisition for a continuous trail connection along Terry Lane. Right-of-entry forms for surveying were sent to affected residents. In March, city staff said the trail work was still in the easement-identification phase even as the roadway repair remained on schedule. Heath’s 2016 capital-improvement materials had already listed Terry Lane ROW, Smirl to Terry, which shows how long this corridor has been on the city’s radar.
That broader payoff matters because Terry Park sits at the end of Terry Lane and draws traffic with a two-lane boat ramp, courtesy docks, walking trails, landscaping, lighting, restrooms, a covered pavilion, paved parking and erosion control. With 45 street-repair projects completed in fiscal 2025-26 and 18 more planned, Heath is clearly leaning on bigger, more durable fixes where it can. For Terry Lane drivers, the short-term inconvenience starts May 13; the city’s hope is that the next interruption comes much later.
