The county said contractor crews were working with EMS, fire and police so emergency access could be maintained through the closure if needed. That coordination has become a recurring feature of the project, as Rockwall County has posted repeated I-30 construction notices over several months for lane shifts, U-turn closures, frontage-road flagging operations and other nighttime work around FM 3549.

The April 27 shutdown was part of an ongoing corridor improvement project tied to the larger $348 million I-30 corridor expansion. Rockwall County and the City of Rockwall have said the work will widen Interstate 30 from Bass Pro Drive to the Hunt County line and add continuous frontage roads, including across Lake Ray Hubbard, to keep traffic moving as the county grows. The city has said the current configuration no longer matches traffic congestion and population growth.

Earlier April notices showed the scope of the work around FM 3549. Crews were pouring bridge-deck halves over the roadway, and other postings referenced closures of the FM 3549 bridge, the underpass and nearby ramps. The city’s project overview lists Segment 2 from Dalrock Road to SH 205 with estimated costs of $89 million and $172 million for separate construction sections, while Segment 3 from SH 205 to the Hunt County line is listed at $289 million.
