Rockwall County used its April 28 recognition item to put Deputy Jesse Henriquez of the Sheriff’s Office in the spotlight, naming him Employee of the First Quarter for 2026 and noting that he has served the citizens of Rockwall for nine years. The Commissioners Court publicly congratulated Henriquez, turning a routine county agenda item into a nod to the steady, behind-the-scenes work that keeps the Sheriff’s Office running.

The recognition was posted the same day and later archived with a 6:54 p.m. publication time on April 28. That timing matters because it places the honor alongside the county’s regular business, not as a stand-alone ceremony, underscoring how Rockwall County folds employee recognition into its day-to-day governance.

Henriquez’s award also lands during a period of major operational change inside the Sheriff’s Office. The county’s remodel project covers 20,874 square feet, including more than 9,000 square feet of former jail space that has remained unused since the Rockwall County Detention Center opened in 2022. County materials say the work is being completed in three phases so staff can keep daily operations going while the building is improved from within its current footprint.

Officials have also said the renovation will be paid for through ARPA money and remaining jail bond funds, avoiding new financing, additional bonds or tax increases. For a county balancing growth, public safety and budgets, that makes the project a test of how much can be accomplished without adding debt.

The Sheriff’s Office is also part of a broader justice-services network that now includes rehabilitation efforts. In April, the county marked the sixth graduation ceremony for Pathways to H.O.P.E., a reentry program run with One CommunityUSA and the Rockwall County Sheriff’s Office at the Rockwall County Detention Center. The county’s only jail can hold 444 male and female inmates and employs 99 staff members.

That broader backdrop helps explain why a quarterly employee award carries weight. Rockwall County has used the recognition program repeatedly in 2023, 2024 and 2025 to highlight Sheriff’s Office personnel and other county workers, including Jennifer Turnbaugh, Gregory Becker, Zachary Stimson, David Jones, Scott Walker and Michael Manning. In that pattern, Henriquez’s selection stands as another reminder that county leadership is publicly valuing experience, continuity and the daily work that supports public safety.
