Rockwall County infrastructure meeting notices show conflicting dates; quorum possible
Rockwall County posted multiple "Infrastructure Meeting" notices from July 2025 to January 2026 and a Feb. 18, 2026 listing; at least one notice warns a quorum of Commissioners Court may be present.

Rockwall County has circulated a series of "Notice of County Infrastructure Meeting and Notice of Quorum" postings between July 2025 and January 2026 and a separate notice listing Feb. 18, 2026 at 5:30 p.m. at the Rockwall County Historic Courthouse, 101 East Rusk. One county notice explicitly reads: "NOTICE IS HEREBY GIVEN THAT A QUORUM OF THE ROCKWALL COUNTY COMMISSIONERS COURT MAY BE PRESENT DURING THE ROCKWALL COUNTY INFRASTRUCTURE MEETING ON OCTOBER 15, 2025, AT 5:30 P.M. AT THE ROCKWALL COUNTY HISTORIC COURTHOUSE, 101 EAST RUSK, ROCKWALL, TEXAS."
The most detailed single posting on the Rockwall County website is the Oct. 15, 2025 notice. That document lists topics as "DISCUSSION ONLY OF ROCKWALL COUNTY ROAD BOND ISSUES AND IMPLEMENTATION OF THE BOND PROJECTS AS WELL AS GROWTH ISSUES FACING ROCKWALL COUNTY AND ALL THE CITIES OF ROCKWALL COUNTY, AND ALL RELATED ISSUES;" names guest speakers Michael Morris - Director of Transportation Department of North Central Texas Council of Governments - Outer Loop, and Terry Garrett - Rockwall County Sheriff - Public Safety Infrastructure Initiatives; and contains the explicit procedural sentence: "ALTHOUGH A QUORUM MAY BE PRESENT, NO ACTION WILL BE TAKEN BY THE COURT AT THAT TIME." The Oct. 15 notice also includes ADA access instructions and the contact line: "IF YOU PLAN TO ATTEND THIS PUBLIC MEETING AND YOU HAVE A DISABILITY THAT REQUIRES SPECIAL ARRANGEMENTS AT THE MEETING, PLEASE CALL AT LEAST 48 HOURS IN ADVANCE OF THE MEETING AT (972) 204-6000."

As of Feb. 17, 2026 the county’s Oct. 15, 2025 posting remains the most explicit statement that a quorum "may be present" while no court action will be taken. The Feb. 18, 2026 listing in the supplied notice includes the date, time - 5:30 p.m. - and the Historic Courthouse location but the supplied Feb. 18 text is truncated on whether it repeats the Oct. 15 "no action" clause. Rockwall County’s regular Commissioners Court schedule is listed as 9:00 a.m., 2nd and 4th Tuesday at 101 E. Rusk, and the Oct. 15 notice preserves the county's ADA directions and the (972) 204-6000 contact for accommodations.
