Rockwall County Leaders Review Major Retail, Mixed-Use Development Near Royse City
Rockwall County commissioners delayed a decision on incentives for a major retail project at I-30 and FM 2642, just a quarter-mile from the county line.

Rockwall County's Commissioners Court reviewed but stopped short of approving incentives for a large retail and mixed-use development proposed at the northwest corner of Interstate 30 and FM 2642, a high-traffic corridor sitting adjacent to Royse City and just a quarter-mile from the Rockwall County line.
The project, brought forward by Bermuda Capital LP and presented by representative Carter Kendall, would bring major retail and mixed-use components to an intersection that straddles two jurisdictions and sits at one of the more commercially active stretches along I-30 in the region. Commissioners Court took up the proposal at its March 13 meeting but deferred a final decision on any Tax Increment Reinvestment Zone designation or related incentive structure the county might offer to support the development.
The delay signals that commissioners want more time to weigh the fiscal and jurisdictional considerations of a project positioned so close to the Royse City boundary. Developments at county-municipal edges can trigger complex questions about who captures tax revenue, who bears infrastructure costs, and how competing local governments coordinate on growth. The TIRZ mechanism, commonly used in Texas to redirect future property tax increments toward financing public improvements within a defined zone, would require the county to formally designate the I-30 and FM 2642 site before any incentive dollars could flow to the project.

Bermuda Capital LP has not publicly disclosed the full scale of the proposed development, but the mixed-use classification suggests a combination of retail, and potentially residential or commercial office uses, at a site that commands strong visibility along one of the major east-west corridors connecting the Dallas metro to East Texas.
The Commissioners Court did not set a specific date for revisiting the proposal at its March 13 session. Any formal TIRZ action would require a subsequent vote before the county could commit to a financial partnership with Bermuda Capital LP.
