Rockwall County offices will close June 19 for Juneteenth

Rockwall County will close all county government offices on Friday, June 19, for Juneteenth, including the Rockwall County Clerk’s office. Residents who need in-person help with records, documents or other county business should plan to finish those transactions before the holiday, because weekday service will be unavailable that day.

The closure is part of the county’s 2026 holiday schedule and is also listed on the county clerk’s upcoming office closures page. For anyone who depends on weekday office hours, the practical effect is simple: county errands that require staff, counters or appointments need to be handled before the end of business Thursday, June 18. Normal weekday operations will resume after the holiday weekend.

The county’s notice also underscores why Juneteenth is observed across Texas government. Juneteenth is short for June Nineteenth, the day in 1865 when federal troops arrived in Galveston, Texas, and Major-General Gordon Granger read General Order No. 3, announcing that enslaved people were free. That arrival came two and a half years after the Emancipation Proclamation, and it marked the moment many enslaved Black Texans first learned emancipation was being enforced in Texas.

Texas made Juneteenth an official state holiday in 1979, and the Texas State Library and Archives Commission describes June 19 as Emancipation Day in Texas, a partial staffing holiday. Juneteenth later became the 12th federal holiday when President Joe Biden signed the Juneteenth National Independence Day Act in 2021. In Rockwall County, the holiday falls in a fast-growing community that the Census Bureau counted at 107,819 people in 2020 and estimated at 140,738 by July 1, 2025.

The county’s observance lands ahead of local Juneteenth celebrations already scheduled for the weekend. A Juneteenth Fest is listed for June 20 at Robert Smith Family Park in Rockwall, and EmpowerED Outreach has announced a free Juneteenth Freedom Fest approved by the City of Fate for the same day. For county residents, the message is both civic and practical: finish in-person business before Friday, June 19, and expect county offices to be back on regular schedule after the holiday closure.
