Rockwall ISD reviews policy changes to align with new state laws

Rockwall ISD reviewed policy changes tied to new state laws at its Aug. 18, 2025 board meeting, as the district lined up its 2025-26 Student Handbook and Employee Handbook with rules that could change daily life in classrooms, offices and on campus.

The district’s public BoardBook calendar listed the regular meeting at 6:00 p.m. in Room 600 at 1050 Williams St. in Rockwall, and Rockwall ISD’s website now includes a Student Personal Communication Device Guidelines page, a sign that phone rules are one of the clearest areas where families will feel the shift. Those changes matter across Rockwall, Heath and Fate, where parents and staff depend on a consistent handbook to spell out what students can bring, how campuses respond to violations and what expectations apply before the first bell rings.

Statewide, the pressure comes from Austin. The Texas Education Agency has an 89th Legislature Updates page for districts tracking new requirements, and the Texas Tribune reported on Aug. 18, 2025, that new laws would bring major changes to Texas schools, including a cell phone ban. The El Paso Times reported on Aug. 12, 2025, that House Bill 1481 created that ban for the 2025-26 school year, which makes device policy one of the most immediate local questions for Rockwall ISD parents and teachers.

The staffing and budget side is changing too. The Texas Classroom Teachers Association said the 2025 legislative session brought a long list of public school changes and that House Bill 2 delivered an $8.5 billion funding boost while raising salaries for veteran teachers. Rockwall ISD has also posted a budget update on legislative actions and ongoing funding challenges, showing that the district is treating the new laws as both a compliance issue and a financial one.

A district page titled Rockwall ISD Board of Trustees Approves Rockwall ISD Legislative Priorities for the 89th Legislative Session shows the board had already been tracking state policy before these school-year changes landed. A Citizen Portal summary of the meeting said trustees approved a broad set of revisions on governance, procurement, personnel, safety and instructional materials, while removing DEC, the district’s bereavement policy, for further study.

For families and staff, the practical effect is straightforward: the district’s handbooks and board policies are where state law becomes a rule about phones, discipline, employee expectations and classroom procedures. Rockwall ISD’s next round of paperwork will tell campuses exactly how those new requirements work day to day.
