More than 314,000 grandparents across Texas are raising grandchildren in their homes, and nearly 98,000 of them are doing it without either parent present. For those in Rockwall County, the Grandparents Raising Grandchildren program administered through the North Central Texas Area Agency on Aging offers a structured path through that pressure: respite vouchers, back-to-school supplies, benefits counseling and access to attorneys who can help establish legal guardianship.

The program serves grandparents 55 and older who hold primary custody of grandchildren 18 and under. Case managers conduct individual assessments and then arrange services aligned with each family's specific needs, a framework that prioritizes lasting stability over one-time assistance. Vouchers worth up to $1,000 can be applied toward day care or summer camp, and the program also covers back-to-school clothing and supplies.

Families facing the most acute circumstances receive priority consideration. That includes grandparents caring for a medically fragile or special-needs grandchild, those simultaneously supporting more than one dependent, anyone who has been hospitalized within the last four weeks, and caregivers whose own physical health has been affected by the demands of the role.

Broader casework functions help families access state and local benefits, navigate school enrollment and connect with social-service providers already operating in Rockwall County. Meals on Wheels Senior Services of Rockwall County serves as a local partner in coordinating outreach and referrals for the program.

Program staff also emphasize the importance of legal and administrative preparedness for grandparent caregivers who may have assumed custody with little lead time.
