Knox County began sending prisoners to Two Bridges Regional Jail, located at 522 Bath Road in Wiscasset, as part of a one-year housing contract running Jan. 1, 2026 to Jan. 1, 2027. The facility’s main phone is 207-882-4268 and Lincoln County directs general or visit questions to 207-882-4268 X 1228. Knox County will continue to operate the Rockland jail as a 72-hour holding facility while moving many long-term inmates to Wiscasset; some higher-needs inmates were transferred before Christmas.
Two Bridges operates under a Lincoln and Sagadahoc Multicounty Jail Authority created by law in 2003. The Act to Establish the Authority was enacted May 21, 2003 under Sec. 1. 30-A MRSA c. 17, the first organizational meeting was held December 8, 2003 when a twelve-member founding board was sworn in, and the Agreement for Operating and Governance was signed by county commissioners on May 18, 2004. The Authority’s Board of Directors was formed to provide for planning, construction, equipping, operation and maintenance of a common facility for corrections. Public-facing material includes a truncated management line that reads, "This Agreement states that the Authority will be managed by …" with no further managerial structure provided. The Jail Authority has scheduled its next meeting for January 14, 2026 at 4:00 PM at Two Bridges; the facility page also displays a "24/25 Approved Budget" heading.

The jail presents a rehabilitative mission in county materials: "The mission of the Two Bridges Regional Jail is to protect the public; to provide a safe, secure, and professional environment which embraces direct supervision principles in the management of detainees; and, through role-modeling and programs, to equip detainees with the means to live a productive and law-abiding lifestyle." Two Bridges’ own listing states that "TBRJ's core beliefs prioritize respect for the dignity of inmates, staff, and visitors, as well as the importance of applying best practices in corrections." The facility lists clinical partnerships and services, noting it "collaborates with ENSO Recovery to offer medication-assisted treatment, ensuring compliance with PREA standards while also providing services such as victim notification and consultation for inmate support."
Sagadahoc County operates a dedicated Transportation Unit tied to the regional arrangement. The Sagadahoc County Transportation Unit is staffed by four uniformed deputies, deployed as three transport deputies and one programs Deputy, who are at minimum certified as reserve deputies, licensed and trained to standards set forth by the Maine Criminal Justice Academy and who are armed with a sidearm. The Unit transports prisoners to and from court in Sagadahoc County, to Two Bridges Jail in Lincoln County, and to other counties as needed; duties include custody, control and security of prisoners while in court and during transport, bail checks, home release monitoring, community service programs, and transports for medical appointments, deathbed visits and funerals. Emergency hospital transports, including those using an ambulance, are conducted under the authority and supervision of a transport team.
The Knox County housing agreement shifts logistics and family access. The arrangement allows Knox to house long-term inmates at Two Bridges and to use many facility amenities in Wiscasset. Officials described "many changes" at the Rockland jail tied to the partnership, saying some changes are reversible and some irreversible. Regarding family visits and remote technology, Polky said, "If families do not have their own devices, they are welcome to use a monitor at the Rockland jail, said Polky." Rockland officials may organize scheduled transportation in the future for families needing to travel to Wiscasset.
