Sanford Community Redevelopment Agency will sunset after 30 years, projects face deadlines
The City of Sanford announced its Community Redevelopment Agency will formally conclude operations on December 31, 2025, ending three decades of downtown revitalization and small business support. The sunset prevents new funding commitments after that date and requires projects already underway to be completed by December 31, 2026, a timeline that will shape local development and municipal budgeting decisions.

The City of Sanford’s Community Redevelopment Agency will cease operations on December 31, 2025, marking the end of an initiative that began in 1995 and helped drive downtown renewal. City officials said the CRA has spent 30 years investing in streetscapes, historic preservation, small business grants, arts and culture, and infrastructure improvements that altered long neglected blocks into active community spaces.
The sunset date carries immediate consequences for how local projects are managed. After December 31, 2025, the CRA Board will no longer be able to meet or authorize new funding. Projects that have secured CRA support prior to that deadline must be completed no later than the project close out date of December 31, 2026. That requirement places a firm end point on the agency’s contracting and oversight role and shifts responsibility for finishing active work onto city staff and current project partners.

Pamela Lynch, the CRA Executive Director, oversees redevelopment and economic growth inside the designated CRA area and has been involved in recent downtown revitalization efforts, a free trolley program serving Goldsboro and Georgetown, the Yardary outdoor dining and entertainment space, and planning for an upcoming Costco. Those efforts illustrate the CRA’s role in coordinating transportation, commercial, and cultural investments that have had measurable impact on businesses and residents.
The CRA Board consists of five members, three appointed by the City of Sanford City Commission and two appointed by the Seminole County Board of County Commissioners. Current members include Charles Davis, CRA Chairman, Joshua Snyder, CRA Vice Chair, and board members Michelle Simoneaux, Doug McLendon, and Tim Dolan. Charles Davis reflected on the agency’s record, saying, “Now that our CRA is in its 30th year, I look back at all of the projects led by the charge of the Sanford CRA that were brought to fruition, and am extremely proud of the efforts put forth by the CRA Board to revitalize the City’s historic core.”
Mayor Art Woodruff emphasized enduring effects, saying, “As the CRA sunsets, we will continue to see the benefits for many more years to come. The accomplishments of the CRA, board members, and staff members who have shared their time and expertise for the past 30 years will continue to drive growth and investment in downtown Sanford.”
As the agency closes, city leaders and county commissioners will need to address how to replace the CRA’s financing and programmatic functions, ensure completion of active projects within the 2026 deadline, and maintain support for small businesses and historic preservation that relied on the agency’s targeted investments. The sunset represents both a milestone of accomplished projects and a transition point for future local planning and fiscal strategy.
