Seminole County issues new RFP for PR, Advertising and Marketing Services

Seminole County posted a formal Request for Proposals under Project ID RFP-5044-26/LTT seeking public relations, advertising, marketing and multimedia services, the county announced after the Feb. 23, 2026 posting. The RFP invites firms to submit qualifications and proposals and the solicitation package attached insurance, sample purchase order and draft term contract documents.

A public procurement listing on Floridabids shows the solicitation titled "Public Relations, Advertising, Marketing, and Multimedia Services (RFP)" with a listed due date of 03/04/26 and scope language that begins "Provide public relations, advertising, marketing, and multimedia services; strategic communications planning: develop comprehensive communications strategies for county initiatives, services, and executive priorities; provide strategic counsel and me..." The Floridabids entry appears among other county solicitations, including Call Monitoring and Quality Assurance Services due 03/11/26 and Landfill Systems Operation & Maintenance Services due 02/25/26.

The RFP package for the new posting includes Attachments A, B and C as listed in the county materials: Attachment A - Insurance Requirements; Attachment B - Sample Purchase Order; Attachment C - Draft Term Contract. Those same attachment labels appear in prior Seminole County procurement postings for media services and were preserved in the RFP material excerpts provided with the Feb. 23 notice.

Seminole County previously released a separate tourism-focused solicitation, RFP-5078-25/LTT, titled "Media Services for Seminole County Tourism." That earlier RFP was released July 10, 2025 with a deadline for questions on August 1, 2025 and a response deadline of August 13, 2025 at 2:00 pm, and listed the Seminole County address at 1301 East Second St., Sanford, FL 32771. The tourism RFP included a detailed evaluation matrix scoring criteria on a 0-5 Points scale with weighted values: Knowledge of Regional Tourism Sector 60 (60% of total), Quality of Proposed Advertising/Media Plan 20 (20%), Quality of Samples of Tourism Destination Media and Advertising Material 10 (10%), and Pricing Proposal 10 (10%).

Budget actions tied to county public relations needs have already moved through the Board of County Commissioners. Legistar File #2024-1587 shows the board approved on 12/10/2024 the action to "approve the Purchasing and Contracts Division to advertise a Request for Proposals (RFP) for Micro-Transit Services; and approve and authorize the Chairman to execute a Resolution implementing Budget Amendment Request (BAR) 25-010 in the 00112 Major Projects Fund to appropriate $100,000 of budget for use on Micro-Transit Public Relation Services. Countywide (Kristian Swenson, Assistant County Manager)." Standard procurement language found in related agency materials references Seminole County purchasing rules and common RFP clauses. One excerpt reads "Section 16 - Purchasing Code: Seminole County Code Chapter 220 (Purchasing Code), Administrative Code Section 3.55 (Purchasing Policy), and County Manager Policies apply to this RFP in their entirety." Other preserved clauses include the affirmation against collusion, a Section 19 advertising restriction stating "In submitting a proposal, Proposer agrees not to use the results therefrom as a part of any commercial advertising, without the express written approval of the County Manager’s Office," and Section 20 on patents and royalties with indemnification language.

Materials provided do not include an award notice for RFP-5044-26/LTT or a named contact within the solicitation excerpt for the Feb. 23 posting. The Floridabids listing and the county's prior RFP materials supply the clearest specifics now available: project ID RFP-5044-26/LTT, the listed attachments A through C, and a Floridabids due date of 03/04/26, alongside the county's prior use of weighted scoring matrices and a separate $100,000 appropriation for Micro-Transit Public Relation Services approved on 12/10/2024.
