Jamestown approves construction easement for Business Loop West corridor

The reconstruction work along Business Loop West includes multiple defined elements: converting the U.S. Highway 52 and 10th Street Southeast intersection into a roundabout, rebuilding Business Loop West from 4th Avenue Southwest to 10th Street Southeast, replacing the two bridges on Business Loop West, and restriping 1st Avenue South from 7th to 10th Street Southeast to match the Road Diet configuration farther north in downtown Jamestown. The North Dakota Department of Transportation will have access to the area of 100 10th St. SE during the construction process under the approved temporary easement.
A separate land-use action appeared in the same package of approvals. The Jamestown Building, Planning and Zoning Committee unanimously recommended approval on Tuesday, Feb. 17 of a minor subdivision plat titled Mary Young Addition. The Mary Young Addition is sited north of Louis L’Amour Elementary School, between 11th and 13th Avenue Southwest and south of 9th Street Southwest, and the application says the plat request is for the creation of single-family residential lots "to bolster residential lot supply." City leaders and development authorities have provided background funding aimed at expanding housing infrastructure: the Jamestown/Stutsman Development Corp. Board of Directors and the Jamestown City Council approved $1 million in 2025 for a program to help develop infrastructure for residential lots. That funding is noted in meeting records but is not described in the easement documents made available so far.

The easement is described as temporary, but no effective date, termination date, compensation to the property owner at 100 10th St. SE, parcel identification, contractor identity, estimated project cost, or construction schedule are included in the excerpts released.
