Sex offender registers new Jamestown address, police say

A Jamestown police notice placed Triston Joseph Donald Radtke, 26, at 233 Northland Estates and identified him as a high-risk offender, giving neighbors a specific address to track in the city. The notice also said Radtke does not drive a vehicle.

The update was a routine public-safety registration notice, not a new criminal allegation. Jamestown police said the city’s investigations division is responsible for registering and monitoring sex offenders within the city, part of the daily work of keeping the local registry current for residents who want verified information rather than rumor.

The North Dakota Sex Offender Risk Assessment Committee classified Radtke as a high-risk offender. The notice said he had been convicted in Stutsman County District Court of sexual imposition involving a developmentally delayed boy in 2018 and gross sexual imposition involving a developmentally disabled boy in 2016. Those convictions, along with the new address registration, make the update especially relevant for people living near Northland Estates and nearby blocks in Jamestown.

North Dakota law requires an individual who changes address to register within three days at the law enforcement agency with local jurisdiction over the new residence. In Jamestown, that means local police receive and monitor the change so the public record stays current. The city’s registration and monitoring role is part of a broader state system overseen through the North Dakota Attorney General’s Office and the sex offender risk assessment process.

The notice also lands in a city where population scale makes local updates feel immediate. Jamestown’s population was 15,849 in the 2020 Census and an estimated 15,789 in 2024. Stutsman County had 21,593 residents in the 2020 Census.
