The Claremont Planning Board unanimously approved the site plan for West Central Behavioral Health’s new downtown home at 203 and 209 Broad Street after nearly two hours of discussion, clearing a major step for a project that could bring more daily foot traffic into one of the city’s busiest corridors.

The board, which reviews site plan, special permit and subdivision applications, held a public hearing on Monday, April 13, on PL 2026-00003, a proposal filed by Warrenstreet Architects, Inc. for the proposed West Central Behavioral Health Center. The approval moves the project farther along in the city’s review process and gives West Central a green light for a single, consolidated site downtown rather than separate neighboring holdings.

West Central bought the neighboring properties at 203-205 and 209 Broad Street on July 15, 2025, with CEO Lori Shibinette signing the closing documents for the nonprofit. At the time, West Central said the goal was to create a single therapeutic site in Claremont for adults, children and families, and later described the location as its flagship site in the city.

That downtown address is part of what makes the project notable beyond the organization itself. West Central’s 2025 annual impact report says the Broad Street location is within walking distance of both Claremont’s middle school and high school, placing the clinic close to families, students and the city center. In a downtown where vacancies and storefront recovery matter to merchants, a steady stream of appointments and staff at one central location could help anchor more daytime activity on Broad Street.

West Central also said it achieved New Hampshire State Certified Community Behavioral Health Clinic status in July 2025, a designation it says supports integrated behavioral health care and broader access to services. The nonprofit has framed the Broad Street move as a way to bring those services together under one roof, making scheduling, referrals and access easier for patients while giving the organization a more visible public presence in Claremont.

For Sullivan County, the vote marks more than a routine permit action. It ties behavioral health care, downtown redevelopment and the future of Broad Street into one project, with the site-plan approval now in hand and the city’s next steps poised to shape how the new center fits into daily life in Claremont.
