Park City Woman, 62, Jailed Without Bail After Off-Leash Dog Assault
A judge found "clear and convincing evidence" that Kathleen Kearny Moaddeli, 62, posed a community danger after she allegedly attacked a dog walker near Jupiter View Drive.

Kathleen Kearny Moaddeli had called Summit County dispatch more than 40 times under a fake name to complain about off-leash dogs. On February 16, she allegedly took matters into her own hands.
Park City Police were dispatched that day to a reported assault near 2204 Jupiter View Drive after a 911 call came in from a number associated with "Linda Miller," an alias authorities say Moaddeli had long used with dispatch. When officers arrived, a woman and a man approached them and described what had actually happened: they were walking their dog off-leash when Moaddeli stepped in front of a nearby residence. The woman, who was the property manager of that property, asked Moaddeli what she was doing. According to the arrest statement, Moaddeli told dispatch a different version, saying she had been assaulted by a woman with her husband and a dog, and that the dog "ran at her, and she grabbed something to defend herself with."
Officers spent weeks trying to locate Moaddeli after the incident without success. On March 3, investigators conducted a photo array identification process with both witnesses separately; neither identified Moaddeli as the suspect. She was finally taken into custody on March 12, when Park City Police officers found her at the Park City Library and arrested her. She was booked into the Summit County Jail, where she remains held without bail.
The following day, District Court Judge Richard Mrazik signed an order keeping her confined, finding "clear and convincing evidence that she would constitute a substantial danger to the community if released." According to a probable cause affidavit filed by Park City Police Officer Davis Coppin, Moaddeli faces one count of aggravated assault, a third-degree felony, and one count of assault, a class B misdemeanor.

The case underscores a pattern documented in court records: Moaddeli had placed more than 40 calls to Summit County dispatch using the "Linda Miller" alias, many centered on complaints about off-leash dogs in the community.
All charges are allegations. Moaddeli is presumed innocent unless and until proven guilty beyond a reasonable doubt.
