North Hills May Require Vehicle Registration for Parking to Avoid Fines
Shoppers at North Hills' Innovation District and Bank of America Tower must now register their license plate or risk a fine — and Captrust Tower just joined the list.

Visitors parking at several spots within North Hills' popular Raleigh mixed-use development now face a new requirement: register their vehicle before walking away from the car, or risk a fine.
Kane Realty, which owns North Hills, has partnered with Power Parking to operate the registration system, which has been in place since September. The policy currently covers the North Hills Innovation District, the Bank of America Tower, and street-level parking in the Park District near Chuy's and Jubala. Captrust Tower at 4208 Six Forks Road joined the registration zone this month, according to Hannah Smith, a senior marketing manager for Kane Realty.
Registration is straightforward: signs with QR codes posted near each affected parking area prompt visitors to enter their license plate number on an online form before leaving their car. Those without smartphones can call Power Parking directly at 919-375-6999. A full parking map is available at visitnorthhills.com/parking.
Kane Realty said the system replaces booting, the wheel-immobilization practice previously used to enforce parking rules. Smith called the new approach "more user-friendly and less costly for guests," with the stated goal of freeing up prime spots during peak hours. Specific fine amounts and enforcement mechanics have not been publicly disclosed.

Not every corner of North Hills is affected. Parking near Target and Quail Ridge Books remains outside the registration requirement for now. Kane Realty plans to expand Power Parking across all four North Hills districts, including the Lassiter District and Main District, though the company has not confirmed a timeline.
The new parking rules set North Hills apart from other major Triangle shopping destinations. The Streets at Southpoint in Durham and Raleigh's Village District do not require vehicle registration and do not charge for parking.
The parking policy shift comes as North Hills braces for significant growth. In January, Raleigh City Council approved a rezoning that allows buildings up to 37 stories tall in parts of the development, a decision that could intensify demand for the area's parking supply considerably in the years ahead.
