Peter Arnell has been brought into Donald Trump’s National Design Studio as the first-ever chief brand architect, adding another layer to a government makeover that aims to unify the user experience across more than 27,000 federal websites and countless other touchpoints. The question now is whether a centralized design operation can make government easier to use, or whether it will trade practical agency-by-agency problem-solving for a more polished central brand.

The studio was created by Trump’s August 21, 2025 executive order, “Improving Our Nation Through Better Design,” which launched the America by Design initiative. It sits inside the White House Office of the Executive Office of the President, and its administrator reports to the White House chief of staff. The White House says the effort is meant to reduce duplicative design costs, standardize design across federal services, improve trust, and make those services more usable and beautiful.

Gebbia, the Airbnb co-founder and the nation’s first chief design officer, has framed the work in bluntly commercial terms. He said he wants federal websites to feel like an “Apple Store-like experience.” That ambition has already shown up in a concrete example: Architect Magazine reported that Gebbia’s government work began with a broken federal retirement workflow that had taken six months, and that digitizing it cut the process to as little as six minutes in some cases.

Arnell’s appointment raises the scale of the experiment. Architect Magazine said he will help define and unify how the United States expresses itself, overseeing the strategic and creative development of a national design and brand system across more than 27,000 websites. Arnell brings more than four decades of brand-building experience and has worked across technology, automotive, fashion, consumer products, and public and nonprofit institutions, including the Special Olympics and the FDNY Foundation.

The structure itself shows how much control the White House wants over the effort. The chief design officer is tasked with recruiting top creative talent, coordinating with agencies, and devising innovative solutions, while the temporary organization is set to terminate three years after the order. Agencies have also been directed to produce initial results by July 4, 2026, giving the initiative a hard political deadline as it tries to prove that federal design can be standardized without becoming detached from the realities of procurement, accessibility, and the different missions of federal agencies.
