Elgin teen arrested after attempt to elude; charged with DUII, reckless driving
Devon Dean Kennedy, 18, of Elgin was booked in the Union County Corrections Facility after Oregon State Police say he fled a traffic stop on Cove Avenue and failed standardized sobriety tests.

An 18-year-old Elgin resident, Devon Dean Kennedy, was taken into custody on or about March 4, 2026, after Oregon State Police say he fled a traffic stop and was later booked on eluding, DUII and reckless driving charges.
According to an OSP media log: "On the above stated date and time, the Oregon State Police witnessed a vehicle speeding on Island Avenue and quickly turn into a nearby parking lot. After seeing the vehicle instantly re-enter the roadway a Trooper got behind the vehicle once again and initiated a traffic stop. As soon as the vehicle saw the red and blue lights, it took off and accelerated at a high rate of speed eastbound on Cove Avenue. The Trooper did not pursue the vehicle and later found it pulled over a few miles east on Cove Avenue. After contacting the driver, the Oregon State Police concluded that the driver was under the influence of intoxicants after standardized tests. Driver was booked and lodged in the Union County Corrections Facility for Eluding, DUII - Intoxicants, and Reckless Driving. Vehicle was towed"

The OSP media log and that report list the three charges as Eluding, DUII - Intoxicants, and Reckless Driving, and state the vehicle was towed following the stop and subsequent contact a few miles east on Cove Avenue.
OSP's account specifically places the initial observation on Island Avenue, a quick turn into a nearby parking lot, and the high-rate-of-speed acceleration eastbound on Cove Avenue after the vehicle saw emergency lights. The media log states the Trooper did not pursue and later located the vehicle pulled over a few miles east on Cove Avenue, but the report does not name the trooper, provide an exact time or give a precise milepoint for the final stop.

The OSP media log says standardized tests showed the driver was under the influence of intoxicants, but it does not specify which tests were administered or provide blood alcohol concentration numbers.
