Homeowners and drivers along Rockville Road could see developer-funded changes if the Goochland County Board of Supervisors moves forward with proffers discussed at the March 3 meeting, with Chair Jonathan Christy presiding. The agenda paired that land-use item with high-stakes fiscal business: a proposed 2026 real-estate tax-rate advertisement, an FY27 budget public hearing, a $350K 911 reimbursement and a broadband report.
The county posted the meeting notice and livestream materials on its Swagit meeting portal and the county IQM2 agenda center. The county Instagram post stated, "The Goochland County Board of Supervisors will meet on Tuesday, March 3, 2026, starting at 3:00 PM, with Public Hearings at 6:00 PM." The official calendar entry for March 3 listed the afternoon meeting time as "TTBD" and explicitly showed "6PM Public Hearings," creating a discrepancy on the start time that the agenda materials are intended to clarify.
The meeting agenda itself listed key items in plain terms: "proposed 2026 real-estate tax-rate advertisement, FY27 budget public hearing, $350K 911 reimbursement and broadband report." Swagit meeting materials included detailed language on a rezoning application and proffers, saying, "THE ROAD IMPROVEMENTS ARE THAT ARE PROFFERED WOULD IMPLEMENT RECOMMENDATIONS OF THE ROCKVILLE ROAD SAFETY STUDY THAT WAS AUTHORED BY VDOT IN 2024, AND ADDITIONAL EXTENSIVE IMPROVEMENTS TO THE ROAD PROFILE TO REDUCE BLIND HILLS." The same materials described building standards and fiscal calculations: "THEY INCLUDE BUILDING DESIGN FOR ARCHITECTURAL STANDARDS, WITH BUILDING MATERIALS AND SPRINKLERS IN EACH HOME, AND CAPITAL IMPACTS CALCULATED FROM THE CASH PROPER PER THE CAPITAL IMPACT MODEL."
The Swagit packet also documented public outreach and departmental review for the application: "THE APPLICATION WAS PRESENTED TO THE PUBLIC FOR DISCUSSION AT COMMUNITY MEETINGS AND REVIEWED BY GOOCHLAND COUNTY GOVERNMENT DEPARTMENTS, SCHOOLS, AND THE VIRGINIA DEPARTMENT OF TRANSPORTATION BEFORE AND AFTER THE APPLICATION WAS MADE." A disclaimer in the materials read, "THIS IS A HIGH LEVEL LIST OF MEETINGS AND MATERIALS THAT PRECEDE THE PUBLIC HEARING TO BE HELD TONIGHT BEFORE THE BOARD," signaling that at least one formal public hearing was scheduled for the 6:00 PM session.
Under New Business the agenda included a "Presentation of County Administrator's Transition Entry Plan." The agenda further listed "XIII. Closed Meeting & Certification" and provided the motion language authorizing a closed session: "1. Motion: In accordance with the provisions of Virginia Code § 2.2-3711(A)(1), I move that the Goochland County Board of Supervisors convene in Closed Meeting for the purpose of discussing the performance and duties of the County Attorney."
