Goochland permitting portal offline March 13-14 EP&L upgrade; paper inspections, phone support

Casey Littlefield, who was recently announced as Goochland County’s building official, will oversee a Department of Community Development upgrade that will take the county’s permitting portal offline for two days, forcing customers to use phone and paper alternatives. The county posted the EP & L (Energov) System Upgrade Notice on March 05, 2026, and warned that the public-facing portal will be unavailable Friday, March 13 and Saturday, March 14.

“The Department of Community Development will be upgrading their permitting software, EP& L (Energov), on Friday, March 13, 2026. The system will be unavailable Friday, March 13 and Saturday, March 14,” the county notice states, establishing the window for the planned outage. The county used multiple renderings of the software name on its notice; the upgrade posting appears in the Community Development News Flash section.

During the outage customers will face specific service interruptions. “During this time, customers will not be able to apply for permits, schedule inspections through the portal, or review permit or zoning application information,” the notice says, meaning online permit submissions and portal review will be blocked for the two-day period.

Inspection work will continue under alternate procedures laid out by the county. “Inspection requests may still be made by calling 804-556-5815 or emailing bi-emails@goochlandva.us. Inspections on Friday will be completed using paper tickets, and requests received before 3:00 PM on Friday, March 13, will be completed on Monday, March 16,” the notice specifies, setting the 3:00 PM Friday cutoff and the Monday, March 16 completion target for pre-cutoff requests.
