San Felipe-Del Rio CISD Board Addresses Purchases, Policy Updates, Property Purchase
San Felipe‑Del Rio CISD trustees met Feb. 23 at 6 p.m. in the Student Performance Center auditorium to consider big purchases, policy updates, a property buy and personnel moves; the meeting was livestreamed.

San Felipe‑Del Rio CISD Board of Trustees held a public hearing and regular meeting Monday, Feb. 23, 2026, beginning at 6:00 p.m. in the auditorium of the Student Performance Center and Administration Building at 315 Griner St., a session the district posted in advance and livestreamed on its SanFelipe Del Rio CISD YouTube channel. The district’s channel published the meeting video under the title “SFDR-CISD Board Meeting - February 23, 2026 - 6:00pm” and the posting date on the channel was Feb. 20, 2026; the channel shows 2,490 subscribers in the account metadata.
The agenda posted for the meeting listed substantial items grouped as big purchases, policy updates, a proposed property purchase and personnel moves. The district’s pre-meeting materials are prepared through the superintendent’s office, which the board’s procedural notes say "prepares the Board agenda and delivers it to the Board of Trustees on the Monday one week prior to the regular monthly meeting." The meeting notice complied with the board’s stated Open Meetings Act timeline: "the Notice of Meeting/Agenda must be posted 72 hours prior to the meeting as required by the Open Meetings Act."
Board procedures and public access were reiterated on the district recording. The district posted a Process for Speaking at Board Meetings notice that reads in part: "The San Felipe Del Rio CISD Board of Trustees welcomes citizen inquiries/public comment at board meetings. In order to provide an efficient process at the board meetings, please complete the Citizen Inquiries/Public Comment on Agenda Items Form and submit it either in person to the superintendent’s office or via email to the address listed on the form by 10:30 am on the day of the meeting. Your support of the district and the Board of Trustees is greatly appreciated. (Citizen Inquiries/Public Comment on Agenda Items Form) (Send to: publiccomment@sfdr-cisd.org)."
The district recording also set out the board’s closed-session authority and sequence. The transcript notes that members "may meet in closed session, as authorized by the Texas Government Code in accordance with Section 551, may, in private consultation with the board's attorney, discuss the purchase, exchange, lease, or value of real property and/or personnel. Action may be taken following the closed session." The recording further states, "The Board will reconvene into a public open meeting following the closed session" and that "A closed meeting can occur at any time during the meeting as needed."
Records show the venue and start time mirror the board’s established routine: the Student Performance Center auditorium is the regular meeting site and BoardBook entries list earlier meetings at 6:00 p.m., including a June 23, 2025 entry labeled "Public Hearing/Special Called School Board Meeting" at the Student Performance Center and Administration Auditorium. The district’s posted materials also state "The complete agenda includes detailed back-up material on each item. This provides an opportunity for the trustees to request and receive a thorough briefing and ask questions of the superintendent. This procedure also enables individual Board members to be prepared to vote yes or no on most items before they arrive at the meeting."
Publicly available excerpts from the district posting and its YouTube metadata confirm the meeting was held, recorded and advertised with agenda topics, but the excerpts supplied do not include packet backup, minutes, motion language, vote totals, dollar amounts, vendor names, property parcel details or personnel names. The district recording and posted agenda timeline indicate those documents are prepared and available through the superintendent’s office and via the district’s published meeting materials; the Feb. 23 video remains on the SanFelipe Del Rio CISD channel for review.
