Superior Court Seeks Applicants for Humboldt County 2026-2027 Civil Grand Jury

A shortage of volunteers risks leaving Humboldt County without full civilian oversight of local government as the Superior Court invites residents to apply for the 19-seat Humboldt County Civil Grand Jury that will serve a one-year term beginning July 1, 2026 and ending June 30, 2027. The court issued the solicitation March 5, 2026 and is urging applicants to submit materials to GrandJuryApps@humboldtcourt.ca.gov or call Court Administration at (707) 269-1204 for questions.

The court sets clear expectations for the panel’s work: "The primary work of the civil grand jury is to investigate and review citizen complaints concerning the operations of city and county government as well as other tax-supported and non-profit agencies and districts." The grand jury will publish findings and, as the court notes, "may recommend constructive action to improve the quality and effectiveness of local government. The civil grand jury's role excludes the consideration of criminal indictments."

Members should be prepared for a significant weekly commitment. The Civil Grand Jury currently meets in person one day a week and via Zoom one day a week, with the specific weekly meeting schedule to be determined and a time commitment that may vary from 10 to 30 hours per week. The court is maintaining a hybrid model of in-person and remote meetings for the panel seating that begins in July 2026.

The Superior Court empanels 19 citizens each fiscal year to serve as an independent body of the judicial system, and the court is inviting applicants from "a broad cross-section of the Humboldt County community" while encouraging candidates to be considered as alternates if vacancies occur during the term of service. The court previously warned it had not received enough applications to form a full panel for the 2025-26 cycle, prompting renewed outreach for 2026-2027.
