Volare Boats markets the Artemis23 as a 23-foot semi-foiling electric catamaran that promises a luxury day-boat experience with low wake, instant torque and a base range of 50 nm at 23 kn. The manufacturer lists a max speed of 26 knots (30 Mph), seating up to 10, Level 2 recharge overnight at 9 hours from 0 percent, and a total dry weight of 3,400 lbs.
Founders Dustin Tupper and Matt Moore built Volare in Charleston, South Carolina; Brian Robinson joined the electrical effort and Florida craftsmen Donnie and Charlie Brown of Hydrofly Marine helped assemble the first hull. Southern Boating’s product feature on February 20, 2026 traces Tupper and Matt Moore back to Scout Boats, where Moore led the yacht division and Tupper led engineering, and includes Moore’s engineering commentary on the Artemis23 propulsion.
Hull and deck dimensions are consistent across sources: LOA 23 ft, beam 7 ft 10 in (ElectrifiedMarina and ChargedMarine also cite an 8 ft figure), bridge clearance with T-Top 7.7 ft, and static draft to hydrofoil 17 in with a running draft of 8 in as listed on Volare’s site. Layout is described as a center-console T-Top with a full-beam swim platform, stowable safety doors, spacious bow lounges and ultra-wide helm seating with cooler storage. Volare’s standard electronics include a flush-mount 10 inch Garmin MFD and a three-zone Fusion audio system; accessories on the spec sheet include a 22 inch MFD option, B60 transducer and a 65 qt YETI cooler.
Powertrain details converge on a 100 percent electric architecture built around 48-volt electrical systems and twin low-profile motors. Southern Boating quotes Matt Moore: “It’s 25 kilowatts each,” notes Moore. “That’s equivalent to, and this is where it gets tricky, 66 horsepower.” Southern Boating observed the boat reach 23 mph within two seconds, reported that the Artemis23 “gets up on the foil at 12 mph,” and described the electric direct-drive lower pods that can rotate 90 degrees for spin-on-axis maneuvering paired with Optimus 360 joystick control.

Range and battery numbers differ by source and stated speed. Volare advertises Base Range @ 23 kn: 50 nm. ElectrifiedMarina lists battery capacity from 60 kWh to 120 kWh, a standard 60 kWh pack, and a range window of 30 to 60 NM at 27 MPH while giving a Range @ 23 knots of 30 to 60 nautical miles. Southern Boating’s real-world note: “At 20 mph, the boat can power along for 40 miles. Full speed reaches 30 mph and a longer range is achieved with added battery packs that are mounted in the hulls.”
Charging and price details: Volare specifies a standard 50 AMP shore power pedestal for Level 2 charge and 9 hours from empty; ElectrifiedMarina lists recharge time at 8 to 10 hours and quotes a base pack starting price of $306,589. Secondary sources differ on passenger count, with ChargedMarine listing seating for up to 8 while Volare’s marketing copy lists seating up to 10.
