Vista City Council to Discuss Draft Movable Tiny Homes Regulations Feb. 10
Vista will review staff draft recommendations for movable tiny homes at a Feb. 10 City Council discussion, a step toward possible local regulations that could affect affordable homeownership.

Vista will review staff draft recommendations and take public input on potential regulations for movable tiny homes at a City Council discussion session scheduled for 5:30 p.m. Tuesday, Feb. 10, 2026. The item appears on the council agenda as P25-0150 - MOVABLE TINY HOMES (MTH) PROPOSED DEVELOPMENT REQUIREMENTS, and the city posted the public notice on Jan. 29, 2026.
The notice makes the purpose plain: “NOTICE IS HEREBY GIVEN that the Vista City Council will hold a discussion session to review the draft recommendations from staff on potential movable tiny homes regulations on Tuesday, February 10, 2026 at 5:30 PM and to receive public input as well as provide direction to staff on these potential regulations.” That session will allow councilmembers to hear staff analysis and community comments before giving direction on next steps.
City staff frame MTH as a potential affordability tool. “In recent years, Vista has seen some interest in MTH as another way to promote more affordable homeownership and owner-occupied housing opportunities for individuals trying to own a home in Vista.” The notice also flags a gap in current rules: “Because the City’s Development Code does not currently identify or define an MTH, there is not a mechanism in place to support their development in the city.” To fill that gap, staff reviewed other jurisdictions: “Based on direction received from City Council at their discussion session on movable tiny homes on October 28, 2025, staff investigated three cities and two counties that already have MTH regulations in place. Staff researched and compared their regulations, presented in Exhibit 1 of the agenda report for February 10, 2026 discussion item on this topic.”
The city says the agenda, related staff report, and any correspondence received as addenda will be available on the City of Vista website. The staff report’s Exhibit 1 is expected to contain the comparative analysis and is the most likely place to find the names of the three cities and two counties staff studied and the specific regulatory approaches they evaluated.
Practical details for residents and tiny house builders: questions or comments about the proposed development requirements should be directed to Patsy Chow, Assistant Director of Community Development, at (760) 643-5390 or at pchow@vista.gov. The City of Vista main address is 200 Civic Center Drive, Vista, CA 92084.
The notice does not specify whether the Feb. 10 session will accept in-person testimony, remote participation, or written-only comments, so interested parties should contact Patsy Chow for procedures and any submission deadlines. Review the staff packet before the meeting to pinpoint proposed standards - setbacks, parking, utility connections, and owner-occupancy requirements are the typical regulatory levers other jurisdictions have used.
For residents tracking affordability and alternative housing options, Feb. 10 is a key chance to weigh in while the city still has the draft recommendations under review. After the discussion session the council may provide direction that shapes draft ordinance language and a timeline for formal hearings and adoption.
