Winter Storm Triggers Crashes, Extended I-84 Closure in Baker County

Multiple crashes and spun-out vehicles during a snowstorm on Feb. 17 forced extended closures on Interstate 84 across northeastern Oregon, leaving truck stops in La Grande and Baker City full and snarling travel through Baker County. The Oregon Department of Transportation issued rolling restrictions that at times closed segments to all traffic and at other times limited westbound travel to passenger vehicles only.

ODOT updates republished by Elkhorn Media Group said, "Eastbound I-84 is closed between Pendleton and Baker City (milepost 216-304) due to multiple spun-out and stuck vehicles blocking the interstate." Earlier Elkhorn notices reported westbound I-84 closed between Baker City (milepost 302) and La Grande (milepost 265), and a 5:25 p.m. update stated, "I-84 Westbound is now closed to trucks between Ontario and La Grande."

TripCheck advisories described a segmented closure pattern, including a "Close to ALL Traffic: Between Exit 216 (six miles east of Pendleton) and Exit 265 in La Grande" and a separate operational restriction that left the westbound freeway between Ontario at Exit 374 and La Grande at Exit 265 "open to passenger vehicles only (no commercial trucks)." TripCheck also warned drivers to check chain requirements and to plan for extended delays.

The closures produced immediate infrastructure and community impacts. TripCheck said, "Because the Westbound freeway closure has continued for several hours (extended closure) truck traffic stranded in La Grande and Baker City have filled the truck stops and adjacent highway shoulders. Due to limited truck parking space there is no more room for trucks to safely park in these communities." ODOT instructed commercial truck drivers to depart the westbound freeway at Exit 374 or an earlier exit until backups cleared.

Local travel options were limited. Elkhorn Media Group quoted ODOT that "US-30 is open to local traffic only and is NOT a valid bypass for highway traffic." TripCheck added a lodging advisory: "Travelers in passenger vehicles are advised to verify motel accommodations prior to travel if planning to find lodging in La Grande. During extended closures lodging may be booked full." North Powder School District was placed on a two-hour delay in an early-morning update as the corridor remained affected.

Reporting on the incident evolved overnight as ODOT issued multiple hour-by-hour updates; the milepost ranges cited by different updates shifted as crews cleared lanes and backups moved. Baker City Herald reported the corridor reopened in the early morning hours, publishing at 5:59 a.m. on Feb. 18 that "Interstate 84 has reopened through Northeastern Oregon closures that started Tuesday afternoon, Feb. 17, due to a snowstorm that resulted in multiple vehicles getting stuck."

ODOT/TripCheck remained the primary source for travel restrictions and conditions; their advisories concluded that "Passenger Vehicles may continue on freeway section between Exit 374 and Exit 265 when conditions warrant. This access may be halted at any time." Local drivers should verify chain requirements and current TripCheck updates before traveling and expect that commercial truck routes and parking remain constrained until traffic and stranded vehicles are fully cleared.
