County spokesperson Erick Gill stated at the time that expanding the camera network to all five parks would require additional time to secure funding and the necessary infrastructure. Whether a full camera system had been installed and operational at Pepper Park before Friday's shooting remains unclear.

From a fatal mass shooting in 2023 to a mortar on the beach in January 2025 to gunshots striking parked vehicles in April 2026, Pepper Park has become a recurring flashpoint even as county officials work through the logistics of the safety upgrades they promised more than two years ago.
