Gary Thompson, 50, was already on multiple motorists' radar before he ever made contact with Paul Shannon's truck. By 8:25 a.m. on April 8, callers had reported Thompson's white Chevrolet Silverado weaving recklessly southbound on I-275 in Manatee County before Florida Highway Patrol troopers could respond. What came next unfolded in plain view of commuters near the Sunshine Skyway South rest area.

Thompson's Silverado sideswiped Shannon's white Dodge Ram, forcing both trucks to a sudden stop on the highway. Both men got out. Shannon, 55, drew a firearm, pointed it at Thompson, and ordered him to the ground. A bystander recorded the confrontation: Thompson lying face-down on the pavement of I-275 while Shannon stood over him, gun drawn. As the standoff continued, Thompson's driverless Silverado slowly rolled off the interstate and came to rest on the roadside grass.

FHP troopers arrived and took both men into custody. Thompson was charged with DUI and refusal to submit to a urine test. Shannon was charged with aggravated assault with a deadly weapon. Both were booked into the Manatee County Jail.

The legal distinction matters. Florida's common-law citizen's arrest doctrine permits a civilian to detain a suspected criminal until law enforcement arrives. But producing a firearm to enforce that detention is a separate matter entirely. Under Florida Statute § 790.10, pointing or displaying a weapon in a threatening manner can constitute a criminal offense regardless of the detaining party's intent, which is precisely why Shannon faces a felony charge despite the circumstances that prompted his intervention.

FHP issued a public reminder following the arrest: witnesses to reckless or impaired driving should call 911 or dial *FHP (*347) from a mobile phone, maintain distance, and leave the response to troopers. The stretch of I-275 near the Sunshine Skyway is one of the busiest connectors between St. Petersburg and Bradenton, carrying heavy commuter and freight traffic in both directions, making an armed confrontation at roadside especially hazardous.

Florida's impaired driving numbers frame why that message carries urgency. The state recorded 4,833 drunk driving crashes in 2024, down from 5,132 the year before, and alcohol-related fatalities dropped from 363 to 281. Yet Florida's alcohol-impaired driving fatality rate of 3.8 deaths per 100,000 residents still exceeds the national average of 3.1. Between January 1 and July 4 of 2024 alone, impaired driving killed 281 people and seriously injured 511 more across the state. For Thompson, those statistics were no longer abstract at 8:25 a.m. on a Wednesday morning; they were the reason troopers already had a description of his truck before he hit anyone.
