Nye County schedules hearing on bill to drop property maintenance code
A June 2 hearing could remove Nye County’s property maintenance code from Title 15, changing what homeowners and builders face on inspections and complaints.

Nye County residents, contractors and developers could see a major shift in how the county handles property complaints, inspections and construction standards if commissioners approve Bill No. 2026-06. The proposal would revise Title 15 of the county code and delete the International Property Maintenance Code, including the section that specifically adopted the 2018 edition.
The Nye County Board of County Commissioners scheduled a public hearing on the bill for Tuesday, June 2, 2026, at 10 a.m. in Commissioners’ Chambers at 2100 E. Walt Williams Dr. in Pahrump. The county said public comment will be available in person and by telephone, giving homeowners, landlords, tenants, builders and real-estate professionals a chance to weigh in before the board acts.
The change matters because Nye County already relies on the property maintenance code in daily enforcement. The county’s Code Compliance page says officers enforce the 2018 International Property Maintenance Code along with other rules, and it lists enforcement targets that include illegal signs, unregistered vehicles on private property, stagnant water or green swimming pools, abandoned homes, trash and debris, building without permits, substandard living conditions, business license violations and graffiti. If the code is removed from Title 15, that could alter the county’s enforcement toolkit and the standards staff use when handling complaints.
The Building and Safety Department says its job is to make sure residential, commercial and other construction meets the minimum code requirements within the Pahrump Regional Planning District, and its current code list includes the 2018 International Property Maintenance Code. That means Bill No. 2026-06 could affect not just how the county responds to blight and maintenance issues, but also how it processes permits, inspects projects and regulates the condition of structures already standing in neighborhoods across Nye County.
The county has been revisiting this framework for months. Earlier in 2026, the Planning Department prepared Bill No. 2025-09, which would have clarified that the International Property Maintenance Code applies county-wide, confirmed that building permits apply only to the Pahrump Regional Planning District and changed the appeals process to Nye County Code Chapter 16.36. The staff memo for that bill recommended adoption or amended adoption with an effective date of March 23, 2026.
Nye County also overhauled its building code structure in 2019 under Ordinance No. 546, which replaced and updated a range of construction standards and adopted the 2018 International Property Maintenance Code as part of a county-wide package. The new hearing suggests county leaders are still deciding how much of that framework should remain in place, and who will live with the consequences if it changes.
