Union County planning hearing set for July 27 after canceled meeting

Union County has reset its planning calendar for July 27, when the Planning Commission will meet at 7:00 p.m. in the Daniel Chaplin, Misener Room at 1001 Fourth Street in La Grande. The county says the June 2026 planning meeting was canceled because the commission did not have a quorum, and the agenda that would have been heard then will now be taken up in July.

That matters because Union County uses Planning Commission meetings for current and long-range planning items, and the county’s hearing rules are built around Oregon Revised Statute 197.763. Its quasi-judicial hearing guidance says those cases require adequate prior notice, a chance to present and rebut evidence, a record of the hearing, and findings that explain the decision. Before a case is heard, commissioners may also be asked to disclose ex parte contacts or conflicts.

The practical effect is that a missed meeting can move permits, zoning questions, and land-use disputes down the calendar. Property owners waiting on approvals, applicants trying to advance projects, and neighbors watching for changes in nearby land use all have a stake in when the commission sits and what it decides.

Recent commission business shows the kinds of issues that can land on the docket. In March 2026, the panel heard Application No. 2026-0001, a conditional-use application for a home occupation to provide short-term rentals. In February 2026, an agenda included Application No. 2026-0002, a conditional-use request seeking 25-year approval to crush and process aggregate material. Those are the kinds of proposals that can affect nearby homes, rural property use, traffic, noise, and business activity around La Grande and elsewhere in Union County.

The planning office itself is based in the county seat and keeps regular hours Monday through Thursday from 8:30 a.m. to 5:00 p.m., with lunch closure at noon. Union County’s planning staff page lists Inga Williams as planning director, Philip Tracy as assistant planner, and Pam Hall as senior office specialist. County minutes from November 17, 2025 show Philip Tracy being introduced as the new assistant planner.

Union County residents who follow development, agriculture, or neighborhood change will have a clear chance to watch the next round of land-use decisions in a public room on Fourth Street, where the county’s planning process will resume after the quorum lapse pushed June’s business into July.
