Del Rio police arrested Jose Humberto Flores-Uribe after an early-morning suspicious-circumstances call at a business in the 100 block of East Gibbs Street turned into a drug and property case in Val Verde County. Officers were sent to the scene at about 5:10 a.m. on April 20, 2026, and found a man inside a business vehicle without permission, refusing to get out.

Police said Flores-Uribe was seated behind the steering wheel and speaking incoherently when officers arrived. After repeated commands were ignored, officers removed him from the vehicle. The vehicle owner reported windshield damage, and Flores-Uribe was first arrested on a criminal mischief charge.

The case escalated during the search. Police said officers found a THC vape pen on Flores-Uribe’s person, then discovered a wallet belonging to another individual, a baggie containing a crystal-like substance and three additional THC vape pens in his backpack. Lab testing later identified the crystal-like substance as methamphetamine.

What began as a call about suspicious activity quickly became a multi-charge felony matter because of the combination of damage, unauthorized access and narcotics. Under Texas law, methamphetamine is a Penalty Group 1 controlled substance, and possession of less than one gram is a state-jail felony. That makes even a small amount of the drug a serious charge in local cases.

Flores-Uribe was taken to the Del Rio Police Department for processing and later released to the GEO Correctional Facility pending magistration. The department says it serves the community by protecting citizens and property, preventing crime, enforcing laws and maintaining order. Residents and business owners who need to report concerns or request information can call the department at 830-774-2711.

The city’s Records Division says reports tied to open criminal investigations can be withheld if releasing them would harm detection, investigation or prosecution under Texas Government Code Section 552.108. For merchants along East Gibbs Street and other early-opening businesses, the arrest is a reminder that a brief trespass can turn into a broader security problem when a parked vehicle is left vulnerable before sunrise.
