Vinton County Park District Advances Moonville Rail-Trail Improvements, Upgrades

Two final bridges over Raccoon Creek are scheduled for installation on the Moonville Rail-Trail this state fiscal year, backed by a $2 million Transportation Alternatives Program grant awarded to the Vinton County Commissioners by the Ohio Department of Transportation. The project completes the last gap in a 10-mile corridor that the Vinton County Park District and the nonprofit Moonville Rail-Trail Association have been assembling, bridge by bridge, for more than two decades.

The Moonville Rail-Trail runs flat and linear through the woodlands of southeastern Ohio, connecting the communities of Mineral and Zaleski while passing through Zaleski State Forest and the Lake Hope State Park wetland areas. Its centerpiece, the Moonville Tunnel, holds a place on the National Register of Historic Places and carries a well-documented reputation as a paranormal hotspot, drawing visitors from across the state who then patronize local businesses in a county with few large commercial anchors.

The two Raccoon Creek spans are not the corridor's first bridge challenge. An earlier combined investment of more than $1.5 million from ODOT and the Ohio Department of Natural Resources' Abandoned Mines program funded seven bridges along the trail and addressed eight open mine portals, which posed safety hazards in the surrounding hillsides. That work moved through the same phased process now governing the current grant: environmental review, design, right-of-way clearance, and then construction, each stage requiring active grant administration before the next can begin.

The Vinton County Park District, established in 2021 as an independent political subdivision, operates the trail while the Moonville Rail-Trail Association provides maintenance services.
