Police said an 18-year-old man was in custody after a Sunday night shooting at Arcadia Lake in Edmond that left an 18-year-old woman dead and 22 other people wounded. The gunfire erupted beside Scissortail Campground, at a picnic pavilion where officers say an unsanctioned party had been promoted across social media and drew a large crowd of mostly young adults from the Oklahoma City area.

Edmond police identified the suspect as Jaylan A. Davis of Oklahoma City. He turned himself in Wednesday morning after investigators obtained an arrest warrant, was initially booked on a charge of assault with a deadly weapon and was being held at the Edmond jail on a $1 million bond. Police said the charge would be upgraded to felony murder after the woman’s death.

The scale of the shooting added to the strain on first responders and hospitals. Police said six of the victims were juveniles, some as young as 15, and hospital officials reported treating 13 patients. Victims ranged in age from 15 to 30, and some suffered gunshot wounds while others were hit by shrapnel. Several were treated and released.

Investigators said the shooting began after an argument escalated during the gathering. Police said multiple people fired weapons and more than 80 rounds were discharged, and they believe there may be at least one additional suspect. Authorities said the incident appears to have started with an argument between two women and then spread into an altercation involving rival gang members. Many of the people hurt were not involved in the fight, police said, but were simply attending the party.

City leaders are now turning to security and permitting questions that sit at the center of the case. Mayor Mark Nash said the city is reviewing park operations, permitting processes and law enforcement presence after the shooting, and noted that no reservation had been made for the large gathering. Nash called Arcadia Lake one of the community’s crown jewels and said the city remained committed to keeping it that way.

Police said there is no ongoing danger to the public, but the investigation remains active. The shooting has laid bare how quickly a social-media fueled party at a public recreation site can turn into a mass-casualty scene before officers can contain it.
