Baker City Police Log First-Degree Sodomy, Detective Mason Powell Requested Case Number
Detective Mason Powell requested a case number after Baker City Police logged "SODOMY 1ST DEGREE" in the CAD press log covering Feb. 23–24, 2026; the entry shows the call was cleared.

Detective Mason Powell requested a case number after Baker City Police recorded an entry labeled "SODOMY 1ST DEGREE" in the department CAD press log covering Feb. 23–24, 2026, and the log lists the disposition as call cleared. The original CAD excerpt supplied to this newsroom includes the exact offense label and the actions recorded by Powell but does not include further narrative.
The CAD press-log item explicitly states the offense label as "SODOMY 1ST DEGREE," lists the date coverage as Feb. 23–24, 2026, records that Detective Mason Powell requested a case number, and records the disposition as call cleared. The supplied CAD text is truncated at the end of one sentence: “…signaling that the department opened a criminal investigati” — the truncation prevents confirmation of any additional language in the official log excerpt.
The CAD entry does not provide a suspect name, suspect age, victim name or age, location of the alleged offense, an arrest time, or a public case number. The presence of a request for a case number in the log does not by itself confirm an arrest or formal filing; the press-log item contains only the actions and labels recorded on Feb. 23–24, 2026.
Local records show other distinct first-degree sex-offense matters in recent years. In Baker City on March 21, 2022, police arrested Jerry Ray Shaw Jr., 40, at about 4:30 p.m. at the Baker City Police Department and took him to the Baker County Jail; court paperwork reported 10 counts charged, including four counts of first-degree sodomy, four counts of first-degree sex abuse, and two counts of unlawful first-degree sexual penetration with an object, and alleged the victim was "a juvenile girl" with alleged abuse occurring Jan. 1, 2012, through Dec. 31, 2015. Detective Zach Thatcher described that "the investigation started on the morning of March 15, 2022, when he received a child welfare report from the Oregon Department of Human Services about the victim disclosing past sexual abuse." The March 23, 2022 report noted, "The investigation is continuing."
A separate police log item published Sept. 18, 2025, shows entries for Sept. 17, 2025: Clayton Wayne Ellis, 27, of Hermiston, cited and released at 10:43 p.m. in the 2000 block of Virginia Avenue on FIRST-DEGREE THEFT and CRIMINAL CONSPIRACY; and James Alan Ferrell, 61, of Halfway, logged at 11:37 a.m. and jailed on charges listed in the log as FIRST-DEGREE RAPE, FIRST-DEGREE SODOMY, FIRST-DEGREE SEXUAL ABUSE, and FIRST-DEGREE UNLAWFUL SEXUAL PENETRATION. Those Sept. 17, 2025 entries are separate matters from the Feb. 23–24, 2026 CAD log item.
State law provides context for first-degree sex offenses in Oregon. As previously reported in local coverage, "In addition, the Oregon Legislature in 2006 passed House Bill 3511, known as 'Jessica’s Law for Oregon.' It includes a 25-year mandatory minimum prison sentence for people convicted of first-degree sex crimes against a child younger than 12." Local statutory explanation in earlier reporting also noted that first-degree unlawful sexual penetration involves a victim younger than 12 or a victim who is "incapable of consent by reason of mental incapacitation, physical helplessness or incapability of appraising the nature of the victim’s conduct."
At present, the Feb. 23–24, 2026 CAD press-log entry naming "SODOMY 1ST DEGREE" and Detective Mason Powell's request for a case number is the only public record provided in this file for that period; the log's truncation leaves the department's next procedural steps unclear until a full CAD export, case number, booking log, or court filing is made available.
