Baltimore police have identified the two people killed in a double shooting on the morning of Feb. 4 as 36-year-old Tiera Alexander and 42-year-old Joseph Osborne. Officers located both individuals suffering from gunshot wounds on the 2600 block of Edgecombe Circle North in the Park Heights area; both were pronounced dead at the scene, police said.

Accounts of the timeline vary. Hoodline reported officers were called to the block at about 8:48 a.m. and found the victims shortly before 9 a.m. CBS Baltimore gave a similar on-scene call time, saying officers were called around 8:50 a.m. Fox45 reported a separate detail that officers responded to a local hospital around 8:07 a.m. after a walk-in shooting victim, and that "preliminary investigation indicates the shooting occurred the night before, on Feb. 3, sometime between 9 p.m. and 10 p.m." Fox45 did not release the location of that preliminary shooting, and it is not clear from available reports whether the hospital walk-in is connected to the Edgecombe Circle fatalities.

Homicide detectives have taken over the investigation and are notifying next of kin, according to reporting. Investigators have asked the public to come forward with any information. "Anyone with information is asked to call the police at 410-396-2100 or Metro Crime Stoppers at 1-866-7Lockup." Fox45 also listed Southern District detectives as a contact at 410-396-2499 and noted that "Anonymous tips can also be submitted to Metro Crime Stoppers at 1-866-7LOCKUP."

The killings come amid local progress that residents and leaders had been highlighting. Hoodline noted that parts of Park Heights had gone a full year without a homicide, and CBS reported that last year the city saw its lowest homicide count in nearly 50 years, according to data from the mayor's office. That contrast has amplified the community’s shock over two deaths on a block that neighbors had hoped was seeing sustained improvements in public safety.

For people on the ground in Park Heights and nearby North Baltimore neighborhoods, the incident will raise immediate concerns about street violence, eyewitness safety and the flow of information from police investigators. The discrepancies in reported times and the unconfirmed hospital walk-in underlines why detectives are asking for any surveillance footage, witness accounts or tips that could clarify what happened and when.

Baltimore Police homicide detectives are continuing the inquiry. Residents with information can contact the homicide desk at 410-396-2100, Southern District detectives at 410-396-2499, or submit anonymous tips to Metro Crime Stoppers at 1-866-7LOCKUP. The case remains under active investigation, and authorities say they will release more details as they become available.
