Shoppers who join the free Target Circle tier between March 15 and March 24 receive 15% off their first purchase, and customers approved for a Target Circle credit card between March 15 and March 27 receive $100 in Target Circle Rewards, making the pre-sale window itself a meaningful decision point for anyone not yet enrolled.
