Toro Development Breaks Ground on Overlook Apartments at Cumming City Center

Construction is underway on Overlook, a 301-unit apartment community that will become the first residential component of Cumming City Center, the 95-acre mixed-use district at the heart of Forsyth County's seat of government.

Toro Development Company broke ground on the project on March 11, with first units expected to deliver in 2027 and full completion set for December 31, 2027. The development brings residential density to a district that has been building out its commercial and civic footprint since businesses first began opening there in March 2023.

"Overlook will build on the strong momentum already established at Cumming City Center, adding vibrancy and 'feet and street' to this dynamic community," said John Kelley, Managing Partner and Chief Development Officer at Toro Development Company. "Our experience shows that thoughtfully integrated multifamily plays a critical role in activating mixed-use communities and driving the success of all surrounding uses."

Designed by Atlanta-based Dwell Design Studio, Overlook will feature a partially brick façade and is positioned to overlook the district's 18-hole PuttTek mini-golf course. Planned resident amenities include a resort-style pool, fitness center, social courtyards, sky lounge, micro-offices and a dog park.

Cumming City Center already includes retail, restaurants, walking trails, expansive greenspace, an amphitheater for community events and a new municipal building spread across its 95 acres. Overlook is intended to add the residential layer that activates foot traffic across those existing uses throughout the day.

Toro Development Company is led by veteran developer Mark Toro, whose firm has previously delivered projects including Edge OTB, Anthem on Ashley and BOHO4W, now operating as Camden Fourth Ward. The company has built its reputation primarily in intown Atlanta mixed-use districts, and Overlook represents its continued push into suburban metro markets.
