Goochland to Get Diverging Diamond Interchange at I 64 and Ashland
The Virginia Department of Transportation will reconstruct the Interstate 64 and Route 623 Ashland Road interchange as a diverging diamond interchange, a $91.7 million project intended to improve traffic flow and safety. The long term construction plan and relocation of the Hickory Haven park and ride will affect commuting patterns for Goochland residents and regional traffic headed to Richmond.

VDOT has advanced a plan to rebuild the I 64 and Ashland Road interchange as a diverging diamond interchange, a configuration intended to remove conflicting left turn movements and simplify signal phasing to speed traffic and reduce crashes. The project, estimated at $91.7 million, remains in design and is scheduled to begin construction in Fall 2026 with completion expected in Summer 2029.
The reconstruction will include reconfiguration and widening of Ashland Road, construction of a new bridge over I 64, widening and reconstruction of four ramps, upgrades to drainage and stormwater management, and new signs, signals, lighting and pavement markings. The intersection of Bennington Road and Ashland Road will be moved roughly 675 feet north to accommodate the new interchange geometry. The existing Hickory Haven park and ride in the northeast quadrant of the interchange will be relocated to the southwest quadrant to improve ingress and egress and to increase parking capacity. The park and ride relocation is bundled with the interchange work and carries its own project identifiers.

VDOT has identified the diverging diamond as the preferred design in the approved interchange access analysis because it converts traditionally conflicting left turns into unconflicted movements by temporarily crossing traffic to the opposite side of the roadway within the interchange footprint. Each crossover intersection will be controlled by a traffic signal that also manages off ramp movements, allowing more efficient throughput compared with the current configuration.
Key milestones through the design and procurement phases included a Request for Qualifications issued July 15, 2025 and a public hearing held July 22, 2025. A Request for Proposals is scheduled for winter 2025 and a design build contract award is expected in Fall 2026. Federal funding and program identifiers are in place for the work, with the interchange carrying UPC 123919, State Id 0064 037 805 and Federal NHPP number NHPP 064 2 184, and the park and ride carrying UPC 120441, State Id 0064 037 800 and Federal NHPP number NHPP 064 2 171.
Local drivers should prepare for multi year construction that will change traffic patterns on a corridor many residents use for commutes, school trips and regional travel toward Richmond. Property owners and neighborhood residents near Ashland Road and Bennington Road may see right of way activity or temporary access adjustments as plans advance.
